**Short answer:** Naples, Italy had 15 courts-martial from February 2019 to October 2022, compared with 21 in 2013–2018\. The contested share went from 67% to 20%, and 12 of the 15 accused pleaded guilty. Punitive discharges for convicted enlisted members went from 38% to 62%.

Based on 15 cases · 2019–2022 · Navy and Marine Corps records · data updated October 24, 2026

## Fewer Contested Cases Than Before

Of the 15 cases, 12 were guilty pleas and 3 were contested. A contested case is one where the accused pleaded not guilty to at least one charge. The contested share, 20%, was lower than the 31% across the Navy and Marine Corps and the 67% at Naples in 2013–2018.

None of the 3 contested cases that reached a verdict ended in a full acquittal. In 2013–2018, 7 of 14 decided contested cases did.

| | 2013–2018 | 2019–2022 |
| ----------------------------------- | --------- | --------- |
| Cases | 21 | 15 |
| Contested (of pleas recorded) | 67% | 20% |
| Full acquittals (decided contested) | 7 of 14 | 0 of 3 |
| Convictions with confinement | 62% | 80% |
| Median confinement | 7 months | 8 months |
| Punitive discharge (enlisted) | 38% | 62% |
| General courts-martial | 48% | 40% |

## Confinement

All 15 cases ended in a conviction on at least 1 charge, and 12 sentences included confinement (80%). The median was 8 months, compared with 6 months across the Navy and Marine Corps and 7 months at Naples in 2013–2018\. A quarter of the terms were 3 years or longer.

These are adjudged sentences, before any plea-agreement cap, clemency, or appeal.

## Punitive Discharges

A punitive discharge followed 62% of enlisted convictions: 3 bad-conduct discharges and 5 dishonorable discharges. The Navy and Marine Corps share was 63%. The records show 2 convicted officers or warrant officers, and neither was dismissed. A sentence without a punitive discharge does not rule out a later administrative separation.

## False Statements, Orders, and Drugs

All 15 records list charges. Article 107 (false official statements), Article 92 (failure to obey an order or regulation), and Article 112a (drugs) each appeared in 4 cases (27%). Elsewhere in the Navy and Marine Corps, those shares were 9%, 18%, and 27%.

Article 120 (rape and sexual assault) and Article 80 (attempts) each appeared in 3 cases (20%), compared with 15% and 10%. Article 128 (assault) also appeared in 3 cases (20%), lower than the 32% elsewhere.

## Limits of the Records

The records do not show the evidence, plea terms, offense dates, or conduct handled outside a court-martial. Navy and Marine Corps records before December 2020 often leave out the plea and forum.
