## Contested Cases and Full Acquittals

A case is contested when the accused pleads not guilty to at least one charge. At Mayport, 33 accused contested the charges and 36 pleaded guilty. The contested share was 48%. Across the Navy and Marine Corps in those years, it was 31%.

Of the 33 contested cases with a verdict, 11 ended in a full acquittal (33%). That is higher than the 29% service-wide. Another 5 (15%) ended in a partial acquittal, meaning not guilty of at least one charge or specification but guilty of another.

## Confinement After Conviction

Of 58 convictions, 49 included confinement. The median confinement was 6 months, the same as in the Navy and Marine Corps. A quarter of the confinement sentences were 1.5 years or longer. Sentences longer than one year were 16 of 58 convictions (28%), compared with 24%.

These are adjudged sentences, announced at trial before any plea-agreement cap, clemency, or appeal. They cover every charge in the case.

| Adjudged confinement | Convictions | Share here | Share, the Navy and Marine Corps as a whole |

## Court Level

General courts-martial were 59% of cases (41 of 69). Their median confinement was 1 year. The 28 special courts-martial had a median confinement of 2 months. The contested shares were about the same at both levels, 49% and 46%. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge.

## Punitive Discharges and Rank

Of 56 convicted enlisted members, 29 received a bad-conduct or dishonorable discharge (52%). That is lower than the 63% across the Navy and Marine Corps. Of those 29, 10 were dishonorable discharges. There were 2 convicted officers or warrant officers, and 1 was sentenced to dismissal. A sentence without a punitive discharge does not rule out a later administrative separation.

Junior enlisted members (E-1 to E-4) were 57% of the accused, compared with 64% service-wide. NCOs were 40% and officers 3%.

## How the 2 Periods Compare

Mayport had 97 cases in 2013–2018, about 16 a year. In 2019–2023 it had about 14 a year, counting full years only. The contested share rose from 32% to 48%. Full acquittals went from 15 of 30 contested cases that reached a verdict to 11 of 33.

The median confinement was 6 months in both periods. Punitive discharges for convicted enlisted members went from 67% to 52%. The general court-martial share went from 48% to 59%. In small groups, a few cases either way can change these figures, so they show direction, not precise measures.

## Dates and Missing Information

The cases were tried between February 2019 and December 2023: 8 in 2019, 17 in 2020, 24 in 2021, 11 in 2022, and 9 in 2023\. That is 3% of the 1,991 Navy and Marine Corps courts-martial in those years. Navy and Marine Corps records before December 2020 often omit the plea and forum. The records give trial dates, not offense dates. They do not include the evidence, plea terms, nonjudicial punishment, or administrative separations.
