**Short answer:** Drug cases under Article 112a made up 53% of all courts-martial at JB Pearl Harbor-Hickam, Hawaii in 2020–2023\. 75% of convicted enlisted members received a punitive discharge, compared with 44% in Air Force Article 112a cases overall and 35% at the base in 2016–2018\. The median confinement was 4 months, compared with 3 months Air Force-wide.

Based on 16 cases · 2020–2023 · Air Force records · data updated October 24, 2026

## Punitive Discharges Were More Common

12 of 16 convicted enlisted members left with a punitive discharge. All 12 were bad-conduct discharges, and none were dishonorable discharges. The share was 75%, higher than the 44% in all Air Force Article 112a cases in 2020–2023.

In 2016–2018, 35% of convicted enlisted members at the base received a punitive discharge. A sentence without a punitive discharge does not rule out a later administrative separation.

## Confinement

Every sentence on record in 2020–2023 included confinement (100%), compared with 76% in 2016–2018\. The median confinement was 4 months. Across Air Force Article 112a cases in 2020–2023 it was 3 months, and at the base in 2016–2018 it was also 3 months. A quarter of the confinement terms were 6 months or longer.

These are adjudged sentences, set at trial before any plea-agreement cap, clemency, or appeal. Each sentence covers every charge in the case.

| | 2016–2018 | 2020–2023 |
| ----------------------------- | --------- | --------- |
| Cases | 17 | 16 |
| Contested (of pleas recorded) | — | 14% |
| Convictions with confinement | 76% | 100% |
| Median confinement | 3 months | 4 months |
| Punitive discharge (enlisted) | 35% | 75% |
| General courts-martial | 12% | 19% |

## Share of the Base's Courts-Martial

The 16 cases were tried from February 2020 to June 2023: 7 in 2020, 4 in 2021, 2 in 2022, and 3 in 2023\. They were 53% of the 30 courts-martial at JB Pearl Harbor-Hickam, Hawaii in those years. In 2016–2018, the base had 17 Article 112a cases over 3 years, about 6 a year, compared with about 4 a year since. Groups this small change with a few cases.

## Pleas and Who Decided Guilt

14 of the 16 records list the plea. 12 were guilty pleas and 2 were contested, meaning a not-guilty or mixed plea. The contested share was 14%, compared with 19% in Air Force Article 112a cases overall.

The accused usually chooses whether a military judge alone or a panel of members decides guilt. A military judge alone decided guilt in 15 of 16 cases with the forum listed (94%). Members heard 1 case, and that panel was enlisted.

## Rank and Court Level

11 of the accused were junior enlisted members (E-1 to E-4) and 5 were NCOs (E-5 to E-9). None were officers. Across Air Force Article 112a cases in 2020–2023, 79% were junior enlisted, so the group at this base was more senior.

3 cases were tried at a general court-martial and 13 at a special court-martial. The general share was 19%, compared with 18% Air Force-wide and 12% at the base in 2016–2018.

## Other Articles Charged

Article 112a was the only charge in 8 of the 16 cases. Article 92 (orders violation) and Article 134 (general article) each appeared in 3\. Article 113 (misbehavior of a sentinel before 2019; drunken or reckless driving since), Article 86 (AWOL), and Article 107 (false official statement) each appeared in 2.

## What Is Missing

The records cover courts-martial only, not nonjudicial punishment or administrative separations. They do not describe the evidence. Air Force records rarely list the charges in full acquittals and never report plea agreements.
