## Officers Among the Accused

By rank, the accused were 8 junior enlisted members, 6 NCOs, and 4 officers. That group is more senior than the Air Force as a whole.

3 convicted officers appear in the records, and 2 were dismissed. Dismissal is the officer form of a punitive discharge.

## Discharges for Enlisted Members

8 of 11 convicted enlisted members received a punitive discharge: 4 bad-conduct discharges and 4 dishonorable discharges. In the rest of the Air Force, the share was 55%. A sentence without a punitive discharge does not rule out a later administrative separation.

## Confinement

Confinement was part of 86% of the 14 convictions. The median term was 5 months, compared with 4 months in the rest of the Air Force. A quarter of the terms were 4.3 years or longer.

Each is an adjudged sentence, set at trial before any plea-agreement cap, clemency, or appeal, and covering all the charges in its case.

## Court Level, Forum, and Acquittals

JB Andrews had 11 general and 7 special courts-martial. The general share of 61% is higher than the 47% across the Air Force. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge.

Members decided 39% of the cases with a forum listed: 2 enlisted panels and 5 officer panels. A military judge alone decided the other 11.

4 of the 18 cases ended in a full acquittal (22%), compared with 20% across the Air Force. Air Force records from these years seldom list a guilty plea, so the rate is measured against all cases.

## JB Andrews Beside Hill and Moody

Hill AFB, Utah and Moody AFB, Georgia each tried 20 cases in these years. Hill had a median confinement of 6 months and Moody had 4 months. Their punitive discharge rates for enlisted convictions were 53% and 67%, both lower than the 73% at JB Andrews.

## Dates, Rules, and Limits

The trials ran from June 2016 to October 2018: 4 in 2016, 7 in 2017, and 7 in 2018\. They are 2% of the 991 Air Force courts-martial in those years. All came before the Military Justice Act of 2016 took effect on January 1, 2019.

This is what reached a courtroom. Nonjudicial punishment, administrative separation, the evidence, and plea terms are not in these records, and Air Force records seldom list charges in full acquittals.
