Based on 17 cases · 2025 · Navy and Marine Corps records · data updated October 24, 2026

## Longer Median Confinement

Of the 17 cases, 16 ended in a conviction on at least one charge, and 13 of those sentences included confinement (81%). The median confinement was 8 months, longer than the 4 months in the Navy and Marine Corps as a whole. A quarter of the sentences with confinement were 2 years or longer.

These figures are adjudged sentences. They cover every charge in the case and come before any plea-agreement cap, clemency, or appeal.

## Most Cases Were Contested

Contested cases made up 65% of those with a plea recorded: 11 not-guilty or mixed pleas and 6 guilty pleas. Across the Navy and Marine Corps, the contested share was 37%.

Of the 11 contested cases that reached a verdict, 1 ended in a full acquittal, meaning not guilty of all charges. That 9% rate was lower than the 27% across the service. Another 4 cases split the charges, with a finding of not guilty on at least one charge and guilty on another.

## Charges in the 17 Cases

All 17 records list the charges, and a case with several articles counts under each one. Article 134, the general article, appeared in 5 cases (29%), compared with 21% across the service. Article 92 (failure to obey order or regulation) appeared in 4 cases (24%), the same share as service-wide.

Article 128b (domestic violence) and Article 131b (obstructing justice) each appeared in 3 cases (18%). Their service-wide shares were 11% and 6%. Article 80 (attempts) and Article 120b (rape and sexual assault of a child) each appeared in 2 cases (12%).

## Punitive Discharges

A punitive discharge followed 38% of enlisted convictions: 3 bad-conduct discharges and 3 dishonorable discharges. Across the Navy and Marine Corps, the share was 46%. A sentence without a punitive discharge does not rule out a later administrative separation.

## An Older Group of Accused

NCOs made up 71% of the accused, and junior enlisted members (E-1 to E-4) made up 29%. No officers were tried. Across the Navy and Marine Corps, junior enlisted members were 62% of the accused.

General courts-martial heard 8 of the 17 cases (47%), compared with 36% across the service. A general court-martial can impose long confinement and a dishonorable discharge. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge.

## Okinawa and Quantico

Okinawa, Japan tried 20 cases and Quantico, Virginia tried 22 in the same year. Quantico also had a high contested share at 55%, and its median confinement was 8 months, the same as Jacksonville. Okinawa had a contested share of 20% and a median confinement of 6 months.

Full acquittals in contested cases were 2 of 4 at Okinawa and 3 of 12 at Quantico. Both had a punitive discharge share of 53% for convicted enlisted members.

## Rule Changes Since December 2023

Since December 28, 2023, special trial counsel decide whether to prosecute covered offenses such as sexual assault, domestic violence, and murder. When every guilty finding is for an offense after December 27, 2023, the military judge sets the sentence within new sentencing parameters. The records give trial dates, not offense dates, so trials in 2025 can include cases under either set of rules.

## What the Records Leave Out

The records show charges, pleas, findings, and sentences. They do not show the evidence, the plea terms, or cases handled by nonjudicial punishment or administrative separation.
