**Short answer:** Jacksonville, Florida tried 20 courts-martial in 2013\. Only 3 accused contested the charges, a contested share of 15%, compared with 32% across the Navy and Marine Corps. Article 112a (drug offenses) was charged in 32% of cases, compared with 12%.

Based on 20 cases · 2013 · Navy and Marine Corps records · data updated October 24, 2026

## Most Accused Pleaded Guilty

A case is contested when the accused pleads not guilty to at least one charge. At Jacksonville in 2013, 17 accused pleaded guilty and 3 contested. The contested share was 15%, compared with 32% across the Navy and Marine Corps.

1 of the 3 contested cases that reached a verdict ended in a full acquittal. Navy and Marine Corps records before December 2020 often omit the plea, so these counts use only the records that list it.

## Drug and Orders Charges

Of the 20 records, 19 list the charges, and a case can be counted under more than one article. Article 92 (failure to obey an order or regulation) appeared in 37%, compared with 22% across the Navy and Marine Corps. Article 112a (drug offenses) appeared in 32%, compared with 12%.

Article 128 (assault) also appeared in 37%, about the same as the 38% across the Navy and Marine Corps. Article 120 (rape and sexual assault) was less common, at 16% compared with 22%. Article 121 (larceny) appeared in 11%, compared with 20%. Article 115 (malingering) appeared in 11%, compared with 3%.

## Confinement in 18 of 19 Convictions

Of 19 convictions, 18 included confinement. The median confinement was 7 months, close to the 6 months across the Navy and Marine Corps. Among sentences that included confinement, a quarter were 1 year or longer.

These are adjudged sentences, before any plea-agreement cap, clemency, or appeal, and each covers every charge in the case.

## Punitive Discharges

A punitive discharge followed 67% of enlisted convictions: 10 bad-conduct discharges and 2 dishonorable discharges. Across the Navy and Marine Corps, the share was 64%. A sentence without a punitive discharge does not rule out a later administrative separation.

## Rank and Court Level

Among the accused with rank recorded, 13 were junior enlisted and 6 were NCOs, with no officers. The group is more junior than across the Navy and Marine Corps.

General courts-martial made up 6 of 20 cases (30%), compared with 37% across the Navy and Marine Corps. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge.

## San Diego and Norfolk

San Diego, California (44 cases) and Norfolk, Virginia (52 cases) are the comparison installations for Jacksonville in 2013\. Both had higher contested shares, at 20% and 33%. Their median confinement was 6 months and 5 months, and their punitive discharge shares for enlisted members were 54% and 65%.

## Rules and Record Limits

These trials came before the Military Justice Act of 2016 took effect on January 1, 2019\. Its later rules on fixed panel sizes, judge-alone special courts-martial, and written plea agreements did not apply here.

Trial records show the charges, pleas, findings, and sentence. They do not show the evidence, the plea terms, or conduct handled outside a court-martial.
