## Full Acquittals in 6 of 10 Contested Cases

Of 10 contested cases that reached a verdict, 6 ended in a full acquittal (60%) and 3 in a partial acquittal (30%). A partial acquittal means not guilty of at least one charge or specification but guilty of another. The full acquittal rate was higher than 46% across the Navy and Marine Corps.

With only 10 contested verdicts, a single case changes the rate by a large amount. The figure describes these cases only, not any future case.

## Pleas at Great Lakes

The plea is listed in 36 of the 37 records: 26 guilty pleas and 10 not-guilty or mixed pleas. A case counts as contested when the accused pleads not guilty to at least one charge. The contested share was 28%, about the same as 29% across the Navy and Marine Corps in those years.

Navy and Marine Corps records before December 2020 often omit the plea, so the shares here use only the records that list it.

## Convictions by Charge

12 of 16 cases charging Article 128 ended in a conviction on that article (75%), with a median confinement of 9 months. 7 of 8 Article 134 cases ended in a conviction on that article, also with a 9-month median. 5 of 9 Article 120 cases ended in a conviction, with a median of 3.3 years.

A conviction on one article and an acquittal on another can happen in the same case, and each sentence covers every charge in its case.

| Article | Cases charging it | Convicted of it (share) | Median confinement when convicted of it |

| Art. 128 Assault | 16 | 12 (75%) | 9 months |
| Art. 120 Rape and sexual assault | 9 | 5 (5 of 9) | 3.3 years |

## Median Confinement the Same as the Service

31 cases ended in a conviction on at least one charge, and 25 of those sentences included confinement (81%). The median was 6 months, the same as the rest of the Navy and Marine Corps. A quarter of those sentences were 1 year or longer. These are adjudged sentences, before any plea-agreement cap, clemency, or appeal.

6 of 31 convictions (19%) included more than one year, compared with 26% service-wide. No conviction here included 5 years or more, compared with 9% across the service. 29% of convictions included 6 months to 1 year, compared with 23%. 19% included no confinement, compared with 12%.

## Special Courts-Martial Handled Most Cases

Great Lakes held 12 general and 25 special courts-martial. The general share was 32%, lower than 44% elsewhere in the Navy and Marine Corps. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge. A general court-martial can impose any lawful sentence.

General courts-martial had a median confinement of 3 years, and 33% were contested. Special courts-martial had a median of 6 months, and 25% were contested.

## Discharges and Who Was Accused

Among 30 convicted enlisted members, 18 received a bad-conduct or dishonorable discharge (60%), compared with 64% across the Navy and Marine Corps. Only 2 of those were dishonorable. A sentence without a punitive discharge does not rule out a later administrative separation.

The accused included 19 junior enlisted members, 16 NCOs, and 1 officer. The group is more senior than all Navy and Marine Corps cases in those years.

## Great Lakes Beside Quantico and Kaneohe Bay

Quantico, Virginia (37 cases) and Marine Corps Base Hawaii, Kaneohe Bay (31 cases) tried similar numbers in the same years, though plea and verdict data are sparse for both. Median confinement was 6 months at Great Lakes, 3 months at Quantico, and 9 months at Kaneohe Bay. Enlisted punitive discharge rates were 60%, 43%, and 79%.

## Timing, Law, and What Is Missing

The cases are from January 2013 to November 2018: 10 in 2013, 7 in 2014, 5 in 2015, 4 in 2016, 3 in 2017, and 8 in 2018\. That is 2% of the 2,059 Navy and Marine Corps courts-martial in those years. These trials came before the Military Justice Act of 2016 took effect on January 1, 2019\. That law brought fixed panel sizes, judge-alone special courts-martial, and written plea agreements.

The records show charges, pleas, findings, and sentences. They do not show offense dates, the evidence, the plea terms, or conduct handled outside a court-martial.
