**Short answer:** Camp Lejeune, North Carolina tried 16 courts-martial charging Article 90 (disobeying an officer) from 2019 through 2023, and all 16 ended in a conviction on at least one charge. The median confinement was 1 year, compared with 8 months across all Navy and Marine Corps Article 90 cases in those years. A punitive discharge followed 73% of enlisted convictions, compared with 60% across the service.

Based on 16 cases · 2019–2023 · Navy and Marine Corps records · data updated October 24, 2026

## Longer Confinement Than Across the Service

Confinement was part of 13 of the 16 sentences (81%). The median confinement was 1 year. Across all Navy and Marine Corps Article 90 cases in 2019–2023, the median was 8 months. Among the sentences with confinement, a quarter were 1.2 years or longer.

These are adjudged sentences: the sentences announced at trial, before any plea-agreement cap, clemency, or appeal. Each one covers every charge in the case, not only the Article 90 charge.

## Article 90 Was Almost Always Paired With Other Charges

Only 1 of the 16 cases charged Article 90 by itself. Article 92 (orders violation) was the most common other charge, in 8 cases. Article 128 (assault) appeared in 6\. Article 134 (general article), Article 112a (drug), and Article 120 (sexual assault) appeared in 4 cases each.

The confinement and discharge figures in this post reflect those other charges as well as Article 90.

## Punitive Discharges in 73% of Enlisted Convictions

Of the enlisted members convicted here, 73% received a punitive discharge: 9 bad-conduct discharges and 2 dishonorable discharges. Across Navy and Marine Corps Article 90 cases in the same years, the share was 60%.

For enlisted members, a punitive discharge is a bad-conduct or dishonorable discharge. The officer equivalent is a dismissal. 1 convicted officer or warrant officer appears in these cases, and none was dismissed. A sentence with no punitive discharge does not rule out a later administrative separation.

## A Higher Share of General Courts-Martial

9 of the 16 cases were general courts-martial (56%), compared with 47% across Navy and Marine Corps Article 90 cases. A general court-martial can impose any lawful sentence, including long confinement and a dishonorable discharge. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge.

## How Many Accused Pleaded Guilty?

14 of the 16 records list a plea. Of those, 9 accused pleaded guilty and 5 contested at least one charge. A contested case is one with a not-guilty or mixed plea. The contested share was 36%, higher than the 29% across Navy and Marine Corps Article 90 cases.

Navy and Marine Corps records from before December 2020 often leave out the plea. The plea counts here use only the records that list one.

## Junior Enlisted Members Were 88% of the Accused

Junior enlisted members (E-1 to E-4) made up 88% of the accused. NCOs made up 6%, and officers made up 6%. Across all Navy and Marine Corps Article 90 cases, junior enlisted members were 72% of the accused.

## When the Trials Took Place

The trials ran from June 2019 through December 2023: 2 in 2019, 0 in 2020, 8 in 2021, 5 in 2022, and 1 in 2023\. The 16 cases were 6% of the 283 courts-martial at Camp Lejeune, North Carolina in those years.

With 16 cases, a small number of sentences can move each percentage in this post.

## What the Records Do Not Show

The records list charges, pleas, findings, and sentences. They do not show the evidence, the terms of any plea agreement, or the dates of the offenses. Misconduct handled by nonjudicial punishment or administrative separation is not included.
