## Fewer Punitive Discharges

Of 14 convicted enlisted members, 4 received a punitive discharge: 3 bad-conduct discharges and 1 dishonorable discharge. Across the Navy and Marine Corps, the share was 46%.

A sentence without a punitive discharge does not rule out a later administrative separation, which these records do not track.

## Pleas and Full Acquittals

The plea is listed in 17 of the 18 records. The accused pleaded guilty in 10 cases and contested 7\. A contested case is one where the accused pleads not guilty to at least one charge. The contested share was 41%, compared with 37% across the Navy and Marine Corps.

Of the 7 contested cases that reached a verdict, 3 ended in a full acquittal, meaning a finding of not guilty on every charge.

## Confinement

Of the 18 cases, 14 ended in a conviction on at least one charge. Confinement was part of 9 of those sentences (64%). The median confinement was 4 months, the same as the median for the Navy and Marine Corps as a whole. Among the sentences that included confinement, a quarter were 1 year or longer.

These are adjudged sentences, set at trial before any plea-agreement cap, clemency, or appeal.

## More NCOs Than Junior Enlisted

The accused were 11 NCOs (E-5 to E-9) and 7 junior enlisted members (E-1 to E-4), with 0 officers or warrant officers. Across the Navy and Marine Corps, 62% of the accused were junior enlisted.

General courts-martial made up 7 of the 18 cases (39%), compared with 36% in the rest of the service. A special court-martial caps confinement at one year and cannot impose a dishonorable discharge.

## Okinawa and Quantico

Okinawa, Japan (20 cases) and Quantico, Virginia (22 cases) tried a similar number of cases in 2025\. Both had longer median confinement, 6 months and 8 months, and both had a punitive discharge share of 53%.

The contested share was 20% at Okinawa and 55% at Quantico. Full acquittals came in 2 of 4 contested cases at Okinawa and 3 of 12 at Quantico.

## Rule Changes and Limits

Since December 28, 2023, special trial counsel, not commanders, decide whether to prosecute covered offenses such as sexual assault, domestic violence, and murder. For offenses after December 27, 2023, the military judge sets the sentence within new sentencing parameters when every guilty finding is for such an offense. The records give trial dates, not offense dates, so the 2025 cases mix old-rule and new-rule cases.

The records also do not show the evidence, the plea terms, or conduct handled outside a court-martial.
